Wayneland woes

WLBT reported squatters are popping up at a home on Wayneland Drive in Northeast Jackson:

People in a northeast Jackson neighborhood are frustrated that they can't seem to get rid of some unwelcome guests. They are calling on the city and police to help move some squatters out.

Imagine having people who don't live in your neighborhood start to come to the area and live in and outside an abandon property. That's just what is going on here on Wayneland Drive and several neighbors are not happy about it.

“Something has to be done with this house, either cleaned up, the house fixed or the house torn down,” said neighbor Walker Hindsman.

For more than a year, neighbors said the vacant home has unfortunately been an open door for anyone who wants to stay there.

“They have torn the fence down to jump over to get into the house, they have blankets and pillows back there, they have defecated in the backyard and it is really nasty,” said Hindsman.

The neighbors said they tried to run off the unwanted guests as well as clean and acquire the property, but they haven't had much look..... Rest of article.

Dear WLBT News Director: Since some of your reporters are apparently not capable of doing research for a story, please follow this tutorial if you.  want to find out who owns a home.

1. Go to the Hinds County website.
2. Scroll down and click on either "landroll" or "property taxes".  Property taxes will be selected for this tutorial.
3. Enter "Wayneland" in the street name.  It is optional to enter "5565" in the street number but try it both ways as sometimes the search will not return a result if the number is used.
4. Voila.  We see that Jean J. Blackledge owns the property.

Blackledge's taxes are current.  See for yourself.


Who is Jean Blackledge? No idea.  Feel free to send any information to kingfish1935@gmail.com. Chances are she is probably an elderly lady who either passed away or had to move.  What is sad is a JPD officer lives down the street.  He proudly parks his car by the street so everyone can see it but is apparently too lazy to check on what happens on his own street.

This house is located at the corner of Wayneland and Briarwood, right beside where the I-55 Frontage Road runs into Briarwood. Anyone driving down Briarwood can see this on the southwest corner. It's location makes it very easy to get into from the highway side and never have to come in the front.

Chain a guard dog in the yard. Someone is paying the taxes, call one of our local ambulance chasers, surely they could help start legal action.

If people who aren't paying rent qualify as squatters there's a house full of some 20 thugs, whores and toddlers on Naples. What I don't get is that there is a cop living right across the street and he's completely oblivious to it.

Jackson, County? This story is replete with either laziness or just plain old incompetence.

The property is twice referred to as 'abandon property' when even a fifth grader would know the correct syntax is 'abandoned property'.

Check out the garbage dump located at 5520 Ridgewood road. Same problem and the city refuses to help. Over a dozen neighbors have hammered on the city for over a year with no help. Mr foote could care less because I have personally emailed him over 25 times. What in the hell has happened to this city?

I believe they call it DETROITIFICATION. (I just googled the term, and lots of good stuff popped up) What you are looking at, is ONGOING DETROITIFICATION.

It's likely some of the panhandlers that infest the east and west frontage roads at Beasley are among the squatters.

That tax assessment is pretty amazing. My childhood home is less than 1/2 mile east of that, valued at $145k and change, same homestead exemption of $1300+/-, same municipal, state/county and separate school district codes yet the tax paid is NOT nearly $20 and change but a FACTOR of 61.4 (Sixty one point four!) at nearly $1300!

Driving south on OCR yesterday afternoon from Co Line to I55 I was amazed at the demographic change of pedestrians along the way. I thought back and I couldn't remember people actually walking along that road like they do now. I had to chuckle when I came up on the few white people who were "caged" inside the tall fences at PB tennis courts.

Took me a bit to work out OCR as Old Canton Road. At first I translated you drove south on an Optical Character Reader.....and I thought....Dude, I'm seriously impressed.

Somebody at the Tax Assessor's office is dropping the ball. An abandoned property does not qualify for homestead exemption. Just another reason the City of Jackson is broke. In Madison County they watch the obituaries and when a homeowner dies they notify the surviving spouse or heirs that the a change in status is required, whether it is to remove the deceased spouse from the assessment or to eliminate the homestead exemption if the property is not owner occupied.

I will drop this some info that I have a month back. The city of Jackson has left 100m dollars on the table from lack of tax enforcement. Don't feel sorry for these people. They refuse to collect taxes owed or are to stupid to do so. 60 plus counties have unqualified personnel at the county tax assessor offices. most resort to contractors to do a lot of the work needed. Madison county tax assessor office on the other hand is the most qualified in the state and is stealing talent from DOR to add to their roster. The state legislature should pass legislation to force counties to collect taxes owed.

2:53 mentioned homestead exemption. I noticed that there has been homestead exemption for at least 15 years (back to 2001). There have been 9 mortgages taken out on this property and apparently paid until sometime last year. I noticed that BOA assigned d/t to Covington then Covington filed a 'substation of trustee' notice to foreclose but apparently has not been foreclosed since there is not a 'substituted trustee's deed' recorded. Except for one year where the property went to tax sale, the mortgage companies have been paying the taxes all these years. I am surprised that the city has not condemned this house and had it demolished.

For at least 30 years, it has been impossible to get any city in the area to do anything about an abandoned property . Nor can you get a city to do something about a non-abandoned property that is allowed to deteriorated.
Even in neighborhoods with HOAs and covenants that have not expired, it is impossible to get a city to move against property owners to do more than keep the lot cleared.
I am not sure whether this is because effective laws are seen as politically risky or because enforcement is seen as risky. But, in either case, those in city government can do little other than take a complaint as in Mississippi, it is felt a property owner can do whatever the hell he wants to do or not do with his property.
I know of three homes in very high end neighborhoods in Madison, in Flowood, and in Jackson that were left to go to ruin when the owner went into a nursing home and then died and the property was not maintained by those who inherited, or the property was neglected during a long and contentious separation and divorce, or the owner doesn't maintain or sell his homes but simply moves to a newer (the last example is a doctor who has done that several times). And these examples are not recent.
There are businesses and rental properties that are allowed to deteriorate and become home, if not to squatters and teens who party, to termites and animals.
Many I'm sure would be happy to hear of examples any of you have of HOAs succeeding in getting homeowners to improve deteriorating or abandoned homes or getting a city to condemn and demolish a home in residential neighborhoods for other than the purpose of " economic development".

Cities are like some businesses. They have incompetent leaders who tend to hire their friends or yes men in their dept. The people who are good at their job and know what they are doing are sent packing as soon as possible because a leader who got the job by other means than qualifications does not want a worker that knows more than them. The work suffers and contract workers are the last resort. Again the unqualified leader can gain a few $ by giving the contract to their friends. The same problem comes up again as their friends are incompetent also and only got the job because they were friends with the one hiring.
Just one big circle which ends up right back where they started, the jobs not being done. Now too much money is invested and too many people holding a job they were not qualified for and can't be fired.

The problem is what I call the Tom Sawyer effect. Tom could convince any one of anything. Those competent people who get hired and promoted then feel obligated to hire those less qualified because the applicants are in the same demographic category as that person who worked their way up and is qualified. Then if the new person doesn't work out the competent person feels obligated to keep them on just because of their demographics. I had a friend who almost lost their own job playing this game. I believe this is why the quality of services have gone down not just in the city but nation wide.

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).

Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox.
