PRVWSD making changes to camping, alcohol use, and fees.

It was a busy day at the Reservoir yesterday, as the Parks Committee for PRVWSD tackled alcohol permits, user fees for special events, and camping on the river. Campers will be required to obtain permits if they wish to camp upriver. The district will probably charge more money next year for events such as Pepsi Pops and the Dragon Boat Regatta. The district will also look to crack down on alcohol use at these events, although an alcohol permit can be purchased. The video is posted below.





The Parks Committee of the Pearl River Valley Water Supply District met yesterday and recommended the board make several changes to policies regarding camping, fees for special events, and permits for alcohol use.

PRVWSD officials have complained for years about the presence of tarps, tents, and other structures that seem to grow more permanent in nature. The district wants to make such things more temporary (and prevent claims for adverse possession.*) and recreational. The committee made the following recommendations to the board of directors for camping above Highway 43:

*No permanent ground cover or structures are allowed. Tarps or similar materials can not be suspended from permanent structures or poles.
*Any primitive camping above Highway 43 must be done within sight of the Pearl River or Barnett Lake.
*All camping on district property not within district campgrounds must be primitive camping.
*Primitive camping is camping without modern conveniences such as running water or electrical "systems".
*Generators can be used but must comply with district regulations on noise and be removed at the end of the camping trip.
*No alterations to landscape may be made although grass-cutting is allowed. Cutting brush and trees are not.
*Campers must call the district office at 601-829-2751 to get a permit number and display the number on the campsite. Campers may call the control tower at 601-992-2703 after hours to get the number. Campers must provide a cell number, number of campers, location, and duration of stay.

The committee also discussed charging additional fees for special events. The district currently charges a special event fee of $1,000 for large events such as Pepsi Pops and the Dragon Boat Regatta. Executive Director John Sigman told the committee the district should start charging a fee of $500 per day for if the renting organization uses the park on days other than the special event for clean-up and set-up.

The Madison County Chamber of Commerce objected to the increased fees. MCCC operates the Dragon Boat Regatta. Former chamber president Chuck Gautier said the regatta finally earned a meager profit last year and the new fees would place the event back in the red. Mr. Sigman said the use of the by the chamber before and after the race denied the use of the park to those wanting to use it. Any new fees will not apply to events scheduled for this spring. The board must vote on any new regulations Thursday. Such proposals must be submitted via the Mississippi Administrative Procedures Act. The board must have a thirty day period for public comments. The board will then have to approve the measure after the public comment period. It will not be adopted for ninety days.

The board also discussed approving a permit for a September festival for the Latin American Businessman's Association. The group asked for a permit to sell alcohol. Concern was expressed over the size of the actual area where alcohol would be allowed. A proposal to allow a "beer garden" over an area that was 50% of Lake Trace Park was shot down as growing from a "garden" to a "crop". A LABA representative said over 2,000 attended the festival last year as the festival was held at another location. Committee members debated whether to allow two separate beer gardens, allow alcohol in only 20% or 10% of the park, and other options. The committee voted to recommend allowing alcohol sales and use within an area that is 20% of the park and direct staff to work with LABA on its implementation. This policy will be in effect for only this event if adopted by the board as the committee is going to review the current policy of issuing alcohol permits.

What was also interesting was several district officials said the district may start enforcing the no-glass policy at special events such as Pepsi Pops. Apparently other groups are wanting to use the park for special events and they think it is not fair to um, not enforce the policy at one event while enforcing it at others. They said the sponsoring organizations could purchase alcohol permits. Let us hope the District does not kill any gooses. Not Canadian geeses, more of the golden egg variety.

I'm opposed to the generous ten day permit. Who needs to camp on a public spot for ten days? I can see maybe four days for an extended weekend, five at the most.

There is no such thing as 'Eddie's Island'. It's time for Eddie and his cult to get over it.

Walker is a Chancery Judge whose problems have been well covered by the Simpson County News.

How in the world can you charge over a $1000 per team, and have over 45 boats and not make money? That doesnt even include sponsorship income.

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).

Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox. Robbie Bell will perform Her two latest songs: My Best Friends are in the Media and Mama's, Don't Let Your Babies Grow up to be George Bell. Sid Salter of The Clarion-Ledger will host "Pin the Tail on the Trial Lawyer", sponsored by State Farm.

There will be a hugging booth where in exchange for your young son, Frank Melton will give you a loooong hug.
