CFR task force reports on state of education in America

A Council on Foreign Relations task force (That name will send the Birchers into a tizzy) recently published a report on the state of education in America. Dr. Condeleeza Rice and Former New York City Schools Superintendent Joel Klein chaired the task force. the report contained some rather disturbing findings: .

"while the United States invests more in K-12 public education than many other developed countries, its students are ill prepared to compete with their global peers. According to the results of the 2009 Program for International Student Assessment (PISA), an international assessment that measures the performance of 15-year-olds in reading, mathematics, and science every three years, U.S. students rank fourteenth in reading, twenty-fifth in math, and seventeenth in science compared to students in other industrialized countries...

*More than 25 percent of students fail to graduate from high school in four years; for African-American and Hispanic students, this number is approaching 40 percent.

*In civics, only a quarter of U.S. students are proficient or better on the National Assessment of Educational Progress.

*Although the United States is a nation of immigrants, roughly eight in ten Americans speak only English and a decreasing number of schools are teaching foreign languages.

*A recent report by ACT, the not-for-profit testing organization, found that only 22 percent of U.S. high school students met "college ready" standards in all of their core subjects; these figures are even lower for African-American and Hispanic students. (KF Note: It was only 3% for African-American students)

*The College Board reported that even among college-bound seniors, only 43 percent met college-ready standards, meaning that more college students need to take remedial courses."

One passage was particularly witty in its assessment:

"The Task Force does not necessarily believe that every U.S. student should be reading Chinese; indeed, too many are not reading English well enough.."

The problem is apparent but if the solution is not throwing money at it or the teachers than what is it? And by the way when did "spend more" become a solution to anything?

It's interesting that you choose to quote their citation of PISA scores. They conveniently elide the fact that 16% of the variance in student reading scores (PISA's own stat, use their website to verify if you choose) was due to poverty. Also, if results are disaggregated by % of Free/Reduced lunch in school (an inexact measure of poverty, which may actually under report the number of poor students in a school), American students in schools w/ <10% FRL averaged 551 on the reading test, 10-25% averaged 527 (3rd in the world) and in schools w/ >75% of students receiving FRL, the average was 446, 2nd to last among OECD nations.
I have two points: there is a strong correlation between districts/schools that have higher concentrations of students who live in poverty and low academic achievement. Bitching about single parents, lack of parental involvement and lack of personal responsibility is all fine and good, but it doesn't begin to solve the problem. It simply absolves the bitcher who can believe it's not his/her problem.
And in Jackson it's well nigh impossible to have a school without a high percentage of FRL because the majority of black children, and thus the majority of public school students qualify for it. In the one part of the city where there is still a substantial middle class, both black and white, most middle class and upper middle class parents opt out of the public schools. What they don't see is that it's counter to their own self interest. Better public schools mean higher property values in northeast Jackson. And better public schools require the social and economic capital that comes with middle class and upper middle class families. So far the only evidence that we have of programs that attract people with that capital are McWillie and APAC. Yet JPS has done nothing to expand either program. If the board would acknowledge the need to reintegrate the schools economically and racially and see that this is only going to be accomplished gradually and with things like McWillie and APAC, then I think their move should be to accomplish it in the Murrah feeder pattern, then move to the Callaway feeder pattern, then move to the Wingfield and Forest Hill feeder patterns, then move to the Jim Hill and Provine feeder patterns. JPS needs a string of wins and the Murrah feeder pattern offers that possibility with investment and time. Turn Bailey into a freshman academy for Murrah; shrink the size of all middle schools (the only star schools in the city are elementary schools, and all of them are smaller than middle schools---obviously scale alongside economics has something to do with success), target the low achieving elementary schools in the Murrah feeder pattern and begin to get it right. The dropout problem won't be solved overnight, and the indicators of likely dropouts can be determined as early as 4th grade. (continued)

Also, JPS needs to do a better job of attracting talent from outside the area. A plurality of JPS teachers are JSU graduates. Two moves there: one, new leadership at the CEHD at JSU, and a committment to recruiting higher quality faculty. (There's a bigger problem here and that's that most of the state's schools of ed are pastures for retired school admins. In actually good schools of ed, faculty are recruited nationally so there's less intellectual incest. It's a job, not a reward for being a good principal or superintendent.) Two: go in with the New Teacher Project as Memphis and New Orleans have done, to recruit energetic young talent from outside the area to come work in JPS.
Major points are:
1. It's counter to the economic self interest of middle and upper middle class Jacksonians to have shitty public schools, but to improve them requires that those same people be enticed/encouraged into reinvesting in the system. It starts in the Murrah feeder pattern, where most of them live. Get that one right, promote the wins heavily and perceptions of the schools might begin to change.

2. Concentrated poverty is a significant factor in a school's perceived and measured academic achievement. See #1 for the beginnings of a solution.

3. There's too much incest in the system. You can point out some major exceptions (the last superintendent in JPS for instance) to which I'd respond, one data point isn't a pattern---the city would do well to take the Barksdale money and recruit a superintendent worth a damn.

4. Charters are fine. Bring them on, but they're not going to do what you think they're going to do. They will not break the concentrated poverty that afflicts much of JPS. Instead, what they'll do is concentrate more of it in the standard public schools from which they draw their students. Still, more opportunity is better than less, and they do create that.

Pretty much all of our societal woes can be answered easily by normal people. When it takes someone two comments to finish their point, THEY are part of the problem.

The solution to the public education problem? Elect Republicans.

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).


Meet KIM Waaaaaade at the Entergy Tent. For five pesos, Kim will sell you a chance to win a deed to a crack house on Ridgeway Street stuffed in the Howard Industries pinata. Don't worry if the pinata is beaten to shreds, as Mr. Wade has Jose, Emmanuel, and Carlos, all illegal immigrants, available as replacements for the it. Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Relax at the Fox News Tent. Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox. To gain admittance to the VIP section, bring either your Republican Party ID card or a Rebel Flag. Bringing both and a torn-up Obama yard sign will entitle you to free drinks served by Megan, Wendy, and Kathryn. Get your tickets now. Since this is an event for trolls, no ID is required. Sid Salter of The Clarion-Ledger will host "Pin the Tail on the Trial Lawyer", sponsored by State Farm.

There will be a hugging booth where in exchange for your young son, Frank Melton will give you a loooong hug.
