Hinds BOS adopts plan, splits Clinton in two. Video included

The Hinds County Board of Supervisors adopted one of four redistricting proposals submitted by Derrick Johnson last night. The plan splits Clinton in half and adds two precincts (approximately four thousand black voters) to District 1, increasing the black voting age population from 55% to 60% in that district (The current map, the accepted map, and the video of the entire meeting are posted below.). The courthouse was packed as over 150 people attended the meeting. All of the media showed up to cover the hearing as well.

The Board posted three proposed maps yesterday at the offices in downtown Jackson yesterday morning at 9:00 AM. However, the maps were not posted at the Raymond office until after 1:00 PM. To make matters worse, the proposal that was adopted last night, was NEVER made available for public viewing at any county offices or on the county website. The first time any member of the public viewed the plan was at 6:00 PM last night, when the meeting started.


The ideal amount of population for each district in this round of redistricting is 49,057. Census data showed each district had the following population:

District 1: 48,853
District 2: 46,312
District 3: 48,823
District 4: 53,396
District 5: 47,901

Districts 1, 3, and 5 are within the accepted deviation from the target of 49,057. Districts 2 and 4 require adjustment so as to meet redistricting goals. Theoretically speaking, a plan could move approximately three thousand people from District 4 to District 2 and meet the criteria of the required redistricting. Clinton is split in two as Learned, half of Raymond, and half of Clinton move into Doug Anderson's district.

However, the plan adopted last night places Precincts 39 and 41 in District 1. District 1 is only 204 voters below the goal of 49,057 yet the plan placed Precinct 39 (East of Hanging Moss to North State Street), 98% black with 1,030 voters and Precinct 41 (West of Hanging Moss to Watkins Drive), 99% black with 1,797 voters, into District 1 while transferring Precincts 1 and 5 (Belhaven Heights and downtown Jackson around High Street ) 50% black with 1,241 voters, into District 5. The black voting age population increased from 55% to 60% in District 1 as a result of the plan swapping two precincts approximately 50/50 black/white districts containing 1,241 voters with two precincts that were 99% black with 2,827 voters. yielding a difference of 1,586 votes (link for data used). One can surely bet Robert Graham loved this plan.

The plan makes the following changes in black voting age population (BVAP) in each district:

District 1: 55.73% to 59.42%
District 2: 73.07% to 67%
District 3: 88.35% to 87.94%
District 4: 45% to 45.2%
District 5: 71.12% to 69.48%

and the following population changes in each district:

District 1: 48,853 to 50,747
District 2: 46,312 to 46,715
District 3: 48,823 to 51,182
District 4: 53,396 to 48,635
District 5: 47,901 to 48,006

While it seems District 2 did not increase much in population even though it was the most deficient, it apparently satisfies redistricting criteria as the difference between the largest district and the smallest district have to be within 4,905 of each other. Mr. Johnson could have used two methods: calculate population totals that had to be no more than 5% above or below the target of 49,057 OR (which he apparently did) take the standard deviation of 10% (4,905) and redraw the districts so the largest and smallest were within 4,905.

So to recap this entire story. The Board of Supervisors did not place the matter of hiring Mr. Johnson for redistricting services or the matter of redistricting itself on the December 20, 2010 agenda. Mr. Graham moved and Mrs. Hobson-Calhoun seconded, the motion to hire Mr. Johnson and pay him a fee of $40,000 for redistricting services, twice the fee charged by Central Mississippi Planning & Development District. The Board then schedules a "public hearing" for February 22, 2011 for input on redistricting. No notice is placed on the county website, at the courthouse, or in the Clarion-Ledger. Notice was only placed twice in the Jackson Advocate, a small weekly circulation distributed primarily in the black community.

Mr. Johnson appears at the meeting with no plans, no maps, and no census data to present to the voters and gets very hostile when questioned by the public for his failure to provide this information. What little census data he does provide is found this past weekend to be in error as it was from the 1990's. The Board of Supervisors then does not make any plans available for public inspection until the day of the hearing and even then the plan adopted by the Board was never released to the public until the hearing started and was not placed on the county website until this morning. The Board adopts a plan that splits Clinton and two and instead of addressing the shortfall in District 2, focuses more on "blackening" Mr. Graham's district, which required no adjusting. Gotta love county politics.








Note: Check out this diatribe by Doug Anderson on WJTV's website about the prospect about gaining more white voters. Too bad the reporter didn't bother to ask him why he had a problem with having white voters. That was a golden opportunity to nail him. Of course, its a reporter, we're in a small market, its probably the reporter's first job, his station has cutbacks, blah blah blah, its not his fault. Guess its too much to expect a black reporter to ask a black Supervisor about his racist comments at WJTV.

Plan 1 was not presented for review because it was developed at the last minute? Could it really be that this was the first plan and only one since it was numbered 1. It was the first one done and hidden. Not smart giving it the #1; that is a dead give away as to order of production..

Looks like Fondren is split, Belhaven Heights gets split off, and several inner city precincts are added to District 1. oh joy. I'm sure the good people of Byram have a lot in common with their fellow citizens in that district.

So there's still one majority white district, correct? If that's the case, who cares if the percentages in the others get tweaked a litte bit. Could have been a lot worse, if you're a white voter.

It's just about political gerrymandering and race now, right? Integrity be damned.

"I don't guess it's a surprise that the membership of the JFP is not up in arms about this entire mess. For your viewers, peruse the C-L website where comments have been flowing for days over this issue. Of course, the main complaints center over the amazing and brazen lack of transparency exhibited by the Hinds County Board of Supervisors and their hiring of state NAACP president Derrick Johnson (at twice the going rate) to draw the new district lines. Notices of board meetings, opportunities to view all of the proposed maps and discussion with city/county leaders, and appropriate time given to view/discuss the actual adopted plan (which was privy only to Supervisors prior to the meeting) - none of this was afforded the citizens of Hinds County.

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).


Meet KIM Waaaaaade at the Entergy Tent. For five pesos, Kim will sell you a chance to win a deed to a crack house on Ridgeway Street stuffed in the Howard Industries pinata. Don't worry if the pinata is beaten to shreds, as Mr. Wade has Jose, Emmanuel, and Carlos, all illegal immigrants, available as replacements for the it. Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Relax at the Fox News Tent. Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox. To gain admittance to the VIP section, bring either your Republican Party ID card or a Rebel Flag. Bringing both and a torn-up Obama yard sign will entitle you to free drinks served by Megan, Wendy, and Kathryn. Get your tickets now. Since this is an event for trolls, no ID is required. Just bring the hate. Bring the family, Trollfest '09 is for EVERYONE!!!
