Bipartisanship comes to Madison County.















Nice to see the stars of Madison County coming out for Karl Banks. A few developers who need his votes for their projects. A couple of put the county on the hook for some TIF bonds on which they might default. Then there is a Republican stalwart such as David Landrum. Nice to see bipartisanship. The rumor, and I mean completely unconfirmed rumor, is it cost a grand to get on this list. I wonder if they'd let me in if I showed up with a check for Karl since I'm now inspired by Landrum's example.

Looks like developers (Shoemaker, Primos, Weaver, Landrum, Partridge, etc.), contractors (Barnes, May, Warren, Lovelace, etc.), and people who need the county for a paycheck (Warnock, Granberry, McCrory, O'Cain, Hamer, etc.). Also a private engineer (Lester) You've got to play ball if you want things done in Madison County.

There is this unwritten code that says you can't be a true Republican unless you are knighted by one of about three to five people, all of whom require excessive ass kissing and about $5,000 a quarter to one of their little boys.

Every Republican I have met claims they were a member when the party met in the phone booth. It must have been one heckuva phone booth. I believe in Republican principles, but don't fit in with the state party. If you think the Republicans are an open party, try to run against an old guard's boy. As for the RINO tag, they hang that on anybody who doesn't agree with the party 100%. Stray on one issue, write one check to a democrat, or admit you voted for a democrat for county supervisor in 1983, and you are labeled.

You left Sethi and Ambrosino off of the list of developers. They're the ones that reneged on the agreement to build a buffer between Ashton Park and Galleria Parkway. No wonder the county (and the city of Madison, for that fact) have no intention of forcing their hand.

9:51, you need to read the PID agreement with the county and you will see that the buffer is addressed in the agreement and all PID land owners had to pay money to Sethi for this buffer and when Sethi's property is developed then that is when the buffer is to be built either by him or whom he sold the property to. By the way those Ashton Park home owners have took full advantage of the buffer not being there because that is where the concrete trucks and etc. entered to get on to the homeowners' property to build their swimming pools and etc.

The Landrum donation should be measured in this contxt: Banks's set has been getting more and more winnable by a GOP. This is the year that a credible challenger might have a chance. Landrum apparently hasnt drank enough of the GOP elixir yet to note this and to refrain from making an early donation to the Dem incumbent.

10:30, if you read the entire PID agreement, you'd see that there are covenants regarding the barrier and there is nothing to stipulate that the barrier will be built upon sale or development of the property. All the homeowners have heard is that the developers ran out of money (including the money they received for the water line easement), and there won't be any more until the property is sold. And BTW, the only homeowner to take advantage of the buffer not being there is one of Sethi's employees. If he has a problem with it, that's where it should go!!

Landrum a Repub stalwart? What kind of kool-aid are you drinking KF? Landrum has run one race in his life - and filed as a Repub since that is what the district supports. He proved himself not only to be a fool, but to be an outright liar as well. Then he continued both even after he was expopsed, making him a bigger fool!

To try to "make it up" (thinking that he had a political future) he has been trying to make donations from his ponsi scheme profits to Repub candidates and causes. Evidently, he is also making them to Dem candidates and causes as well. Shows him to be exactly what he is - a charlatan with NO sense.

11:34 - if you read like you write, I can see how you could confuse the situation (you really could stand to take a writing course). I did assume that Sethi, et. al. got paid for the water line easement. This assumption is based on discussions with several people in "the know". No assumption on the person with the pool being his employee - last name is Kirk.

By the way, if you want so see something interesting, go to FDIC's website, pull Heritage Bank's call report from Q1 2007 and compare it to the most recent one. The first call report is when Sethi bought into the bank.

David Landrum couldn't get elected in Madison for anything, too many burned bridges. That happens when you think you are so much better than everyone else, flaunt your money and buy your kids out of every possible kind of trouble you can think of. He and his wife are the worse !!!

Kingfish this is more like the Madison County Mafia instead of the "Stars". These guys are out for themselves and would be a part of any group that they would benefit personally from. I hope that Dick Ambrosino has paid his taxes now. He should not be donating $1,000 to his buddy Karl if he has not. That is so wrong in so many ways for a Madison County Supervisor to accept money from Ambrosino if he has not paid Madison County first.

Ambrosino is Sethi's partner in Parkways South and East. County is on the hook for some bonds for their little projects.

$27,700,000 for Parkway East.

Don't know for Parkway South as it was a private sale. can't find it on Fitch or Emma. Only way we knew about it was they sent a letter to Madison in April saying they might miss a bond payment and that is when the county found out it was on the hook for it. When I say on the hook, I mean if the developers couldn't make the payments.

Private sale? oh was that due to them using their own monies to finance the construction until the bonds were purchased after the construction of the roads? Was it Sethi who wrote the letter and is not the payment you are talking of the property tax which has the PID tax on the land. Did not the government realize that when the taxes are not paid that the bond payments that they endorsed or backed could not be made?

County almost forced to pay developer debt

Another road construction loan the county backed for a group of developers nearly left taxpayers obligated for an $89,000 payment this month.

Supervisors gave the okay late last month to make an $89,000 payment - if needed - on a $10 million road construction loan owed on Galleria Parkway by the Parkway South Public Improvement District (PID).

The loan was guaranteed by the county in an agreement negotiated by a previous board.

A demand for payment was never received, so the county avoided the payment.

Chancery Clerk Arthur Johnston said the situation mirrors the one the county finds itself in with the Parkway East PID, where it was feared taxpayers might be on the hook for a $1.3 million payment when developers couldn't make their payment.

The demand letter for the $89,000 never came, however, and Johnston said the debt must have been paid.

"The bond council for the PID provided notice to the county administrator that there might be a shortfall," Johnston said. "The board authorized me to make a payment of whatever was received (up to $89,000) in a written demand."

A PID is a taxing entity which can finance, construct and maintain public improvements.

The Parkway South PID encompasses Galleria Parkway, a boulevard-style four-lane roadway that runs parallel to Interstate 55 from Mississippi 463 north to Parkway East.

Landowners in the PID include Dick Ambrosino and Dr. S.L. Sethi.

Johnston and others have long been opposed to such entities, fearing the county's liability should they fail.

He has warned supervisors about entering into such agreements since taking office, but both the PIDs in question were negotiated several years ago by a previous board.

"At the time it probably wasn't such a bad deal," Johnston said, adding that the economic downturn has changed the landscape. "What's so dangerous about these things is you've got an agreement and if those owners fail to pay their assessments then the county has to step in and pay it."

Johnston did say the county's potential liability in Parkway South is much less than that of Parkway East.

The Parkway East PID was formed in 2002, taking out $20 million in loans to construct a 4.3-mile roadway connecting Madison to Gluckstadt.

A 2004 audit ordered by a newly-elected group of supervisors showed that the previous board improperly spent over $600,000 in legal and engineering fees for the road project.

Eventually, the original PID was dissolved and ordered to repay the county the $600,000 and Parkway East and another PID were set up.

In late 2009 developers, represented by Canton attorney Bob Montgomery, asked the county to make a $574,000 interest payment on the project, but supervisors refused, noting that the PID had more than $800,000 in reserves.

Two parcels in the PID, Landspan LLC and Landstock LLC, failed to pay their taxes or special assessments for the last two years, owing a total of $1.3 million. Landstock has filed for bankruptcy.

Canton attorney Don A. McGraw, Jr. is the registered agent for Landstock and Landspan, according to the Secretary of State.

McGraw is associated with with the firm Montgomery, McGraw, Collins, O'Cain & Coleman, PLLC, as is Bob Montgomery, according to the firm's website.


Doesn't matter. the point is, the county is ultimately responsible for them.

So, D Landrum can participate in political fund raising events, such as the one you highlight and one this week for Desoto County Senator Doug Davis, yet according to yesterday's CL listing of delinquent tax properties, not pay taxes on his all his vast indebted real estate holdings and still remain on Phil Bryant's executive committee...what gives???

A few on the CL list owe Madison County big time! Most on this list on on the public teat or have to "pay to play". I would be embarrased to have my name on the "Host" list of this event... there are a few on it that are more like the who's who of people who don't have the county in it's best interest. Dick Ambrosino owes hundreds of thousands of special assessments on the pid. I thought that the other pid is in bankruptsy. I hope Karl enjoys spending their money at the expense of the Madison County taxpayers. I wish he would spend his energy making sure these people paid Madison County taxes.

I believe that Kingfisg is the only one who has had any correct info on all this. But what I would like to know is why you keep blogging on this Ambrosino when your info is not correct are you trying to divert every ones attention like a smoke screen?

Landstock has filed for bankruptcy. From what I understand Ambrosino is a partner in the PID. There is a tax sale at the end of this month and they are listed. It was posted in the CL Newspaper. I am assuming that this is not a misprint. The tax payers in Madison County are on the hook $27,000,000 + for this if this is not paid. No smoke screens here. P. S. There alot of people on this list that owe taxes in Madison County. I just happened to pick one that will cost us big time if this is not paid. It is not nice to call people names. This is what is listed in the tax sale.

So are you saying Ambrosino is Landspan and Landstock? If you had done your homework correctly you would have found out these parcels belong in Parkway East PID and to a gentleman named George Whitten and he has a partner I believe he is a lawyer or a banker.
Again since you so wanted Ambrosino to be the one would I am so sorry to burst your bubble. Now as I asked before do you have grudge against Ambrosino and want to make him guilty even if he is not?
Just a friendly gesture before you accuse someone go on the Secretary of State's website and look up the corporations or LLCs, sometimes in LLCs it does not list the owner but if you keep snooping you will find them.
Try this the next time so you will not have to wipe egg off your face! Oops I hope those eggs were not the samonellia eggs.

Karl banks is making money coming and going! He on behalf of his son is shaking down contractors in madison county to hire his son(who also lives with him, he is like 18) to haul dirt. The same contractors are being paid by mr banks monthly with county money. The contractor then pays his son for hauling. That's illegal!! Oh, and we contractors don't like it!

From all the liens filled against his Livingston Deployment, you would think that Landrum would be trying to pay off some of the people that he owes money to, instead of trying to buy favor from a Supervisor.

I heard a rumor that David Landrum is going to run for State Treasure. I find this fact extremely puzzling since he can’t even manage his own money, nor does he have any credentials that would qualify him for the position, not even a College Degree!

What contractors are using Mr. Banks son? Is this the same son who was arrested for piracy of copying cd's? Inquiring minds would like to know. I heard that his uses the county vehicle to pick up paupers to take them to the funeral home.

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear.
